Paul’s career in investigation has an uncommon balance of experience and qualification.
His career commenced with the Northern Territory Police. He had many years service in remote indigenous communities requiring him to respond to all incidents of crime. He was promoted to Detective in the Criminal Investigation Branch (CIB). After 6 years service successfully investigating and prosecuting major crime he was seconded as advisor to the executive of the Northern Territory Government.
Paul’s career shifted to administrative investigations across a wide range of portfolios. Whilst advising the Attorney General he developed new processes for the carriage and development of legislation which resulted in not only amendments to the Cabinet Handbook, but improvements to the quality of legislation developed. This gave him the responsibility for the oversight of coordinating all aspects of the legislative process; from drafting instructions to editing second reading speeches. He has participated in many meetings of the Standing Committee of Attorneys General (SCAG), a national ministerial council meeting of Australia’s foremost legal officers. These experiences have developed outstanding skills in the insight of legislation, the backbone of public sector and social governance.
He transitioned to the Office of the Commissioner for Public Employment conducting all grievance review investigations on behalf of the Commissioner. This also required the submission of comprehensive reports outlining appropriate recommendations to address the outcomes of the investigations.
Qualifications
Paul holds a Doctorate in Business Administration (Organisational Behaviour) and a Masters Degree in Public Sector Executive Management. He is a qualified Detective having completed the NT Police Detective Development program in 1992 and their Criminal Intelligence Analyst Course. He holds a current Queensland Private Investigator’s Licence.
